You can get free samples of wallpaper at shops like B&Q and Homebase. If you take a metre of eg. four papers that's plenty!! As well as good for drawing on, try using textured wallpaper to make rubbings using wax crayons.

When my boys were little I used to use the remainder of a roll of backing wallpaper. It doesn't cost much anyway, and they could make pictures of any size. Just tear off what they need. Also , you don't need to cover the table with extra paper. Just tape the paper down to cover it.

I use the same idea, but with the long meter rolls of Christmas wrapping paper. As you never now when you might need to use that odd piece of wall paper, to cover up any mishaps to your decorating on the walls in you homes.
